Your channel into Bulgarian public procurement

The demand is published by law, has a signed contract and a deadline behind it — and is invisible from outside, because it sits in Bulgarian inside a state system. We read it every day.

The market

The market you cannot see

Bulgarian public contracts are published in the state e-procurement system (ЦАИС ЕОП). The subject, the quantities, the technical specification, the deadline and — after the award — the winning contractor are all public.

Value decides how detailed the documentation is. Under Article 20(4) of the Bulgarian Public Procurement Act, a contracting authority may award directly below EUR 40,903.35 for works and below EUR 25,564.59 for supplies and services. Above those values a procedure is run and a full technical specification is published — an exact description of what must be delivered, to which standard, and by when.

This is not an ordinary market enquiry. Behind the demand sits a signed contract with a fixed deadline and penalties for delay. The contractor is not researching the market; they are obliged to deliver.

The reason you cannot see this market is simple: all of it is in Bulgarian, inside a state system, and none of it travels outward as commercial information.

What we take off your hands

  • We read what is published every day and pick out the contracts that fit your range — by subject, quantity and the standard written into the documents.
  • We translate the requirement technically: which standard the documentation names, which class, which tests are demanded, and in which language the manual must be supplied.
  • We check whether your product covers it and confirm this to you in writing before you quote, not after delivery.
  • We present your offer in Bulgarian to the contractor and carry the commercial conversation.
  • We organise pre-shipment inspection, freight, customs clearance and phased delivery to site.
  • We hand the document set to the acceptance committee together with the goods, not later.
  • We run complaints and warranty cases on the ground, in Bulgarian.
Where foreign deliveries are lost

The product passes. The paperwork does not always.

A Bulgarian acceptance committee can refuse a delivery on a document alone, even when the goods are faultless. This is the most common way a foreign supplier loses a Bulgarian contract.

Three typical cases. A declaration of performance under Regulation (EU) 305/2011 must declare exactly the characteristic named in the documentation — for cables that is the reaction-to-fire class under EN 50575. An inspection certificate type 3.1 under EN 10204 must cover the specific batch, not the product in general. Equipment manuals are required in Bulgarian.

You almost always hold these documents. The problem is not having them — it is that nobody told you which ones this particular contract demands, and the mistake only surfaces on site, when fixing it costs time you do not have.

Commercial terms

You pay only on business that happened

  • We do not buy the goods and we do not resell them. We take no title and hold no stock.
  • The contract and the payment are between you and the contractor. You issue the invoice and you keep the customer.
  • Our remuneration is a margin agreed with you in advance and held fixed — not a percentage renegotiated deal by deal.
  • We add no mark-up on your price towards the contractor. There is no "commission" line in their calculation.
  • No joining fee, no monthly retainer, no marketing budget. If no order is signed, you owe us nothing.

What we do not ask for

  • Exclusivity for Bulgaria. Work with whoever you judge best.
  • A company, an office or a warehouse in the country.
  • Consignment stock or a quantity bought in advance.
  • A minimum annual volume commitment.
What we need

Four things, so we can be useful

  • The range you actually want to enter with — not the whole catalogue. A narrower list produces results faster.
  • A contact for technical questions who answers within a few working days. Procurement deadlines are short and are not extended.
  • Price and lead time for a specific quantity when we ask, binding for a reasonable period.
  • Your conformity documents in a form usable in the European Union.
Volume

Why a Bulgarian order becomes worth quoting

A single order from one project is often below your production minimum, or makes the freight uneconomic. That is precisely why many factories never answer an enquiry from an unknown company for one pallet.

We consolidate line items from several projects into shared shipments. One contractor's twenty tonnes travel with another hundred.

So you see an order of commercially sensible size, and the contractor gets terms they would never reach alone. Volume is our lever — and it is the reason we charge the contractor nothing.

The value thresholds cited under Article 20(4) of the Bulgarian Public Procurement Act were verified on 11 September 2026. Bulgarian procurement legislation changes often, and the thresholds were redenominated into euro on 1 January 2026.
